At the Autumn Budget, the Chancellor announced her ‘investment rule’, using a new measure of debt: public sector net financial liabilities (PSNFL). This brings in a wider range of assets and liabilities than the measure used by the previous government.
Is this a useful way of measuring public debt, and what are the implications for public investment? Chris Hayes, Chief Economist at the think tank Common Wealth, will explain the details of PSNFL: what is included, how much investment is likely to result from this change, what form that investment may take, and the possible risks of this approach. Chris will speak for around 15 minutes, leaving time for questions.
This is a cross-party briefing, and all MPs and their staff are welcome.
